Do you know the classification and discharge requirements of ship garbage?

In order to protect the marine environment, international conventions and domestic laws and regulations have made detailed provisions on the classification and discharge of ship garbage.

Ship garbage is divided into 11 categories

The ship shall divide the garbage into a to K categories, which are: a plastic, B food waste, C domestic waste, D edible oil, e incinerator ash, f operation waste, G animal carcass, H fishing gear, I electronic waste, J cargo residue (substances harmless to the marine environment), K cargo residue (substances harmful to the marine environment).
Ships are equipped with garbage cans of different colors to store different types of garbage. Generally: plastic garbage is stored in red, food garbage is stored in blue, domestic garbage is stored in green, oil garbage is stored in black, and chemical garbage is stored in yellow.

Requirements for ship garbage discharge

Ship garbage can be discharged, but it should meet the requirements of MARPOL 73 / 78 and the control standard for ship water pollutant discharge (gb3552-2018).
1. It is forbidden to dump ship garbage in inland rivers. In the sea areas where garbage discharge is allowed, the corresponding discharge control requirements shall be implemented according to the types of ship garbage and the nature of the sea areas;
2. In any sea area, plastic waste, waste edible oil, domestic waste, furnace ash, discarded fishing gear and electronic waste shall be collected and discharged into the receiving facilities;
3. Food waste shall be collected and discharged into the receiving facilities within 3 nautical miles (including) from the nearest land; In the sea area between 3 nautical miles and 12 nautical miles (inclusive) from the nearest land, it can be discharged only after being crushed or crushed to a diameter of no more than 25mm; in the sea area beyond 12 nautical miles from the nearest land, it can be discharged;
4. The cargo residues shall be collected and discharged into the receiving facilities within 12 nautical miles (including) from the nearest land; In the sea area 12 nautical miles away from the nearest land, cargo residues that do not contain substances harmful to the marine environment can be discharged;
5. Animal carcasses shall be collected and discharged into receiving facilities within 12 nautical miles (including) from the nearest land; It can be discharged in the sea area beyond 12 nautical miles from the nearest land;
6. In any sea area, the cleaning agent or additive contained in the cleaning water for cargo hold, deck and outer surface shall not be discharged until it does not belong to substances harmful to the marine environment; Other operation wastes shall be collected and discharged into the receiving facilities;
7. In any sea area, the discharge control of mixed garbage of different types of ship garbage shall meet the discharge control requirements of each type of ship garbage.

Ship garbage receiving requirements

The ship garbage that cannot be discharged shall be received ashore, and the ship and garbage receiving unit shall meet the following requirements:
1. When a ship receives pollutants such as ship garbage, it shall report to the maritime administrative agency the operation time, operation place, operation unit, operation ship, type and quantity of pollutants, as well as the proposed disposal method and destination before the operation. In case of any change in the receiving and handling situation, a supplementary report shall be made in time.
2. The vessel garbage receiving unit shall issue the pollutant receiving certificate to the vessel after the completion of the receiving operation, which shall be signed by both parties for confirmation. The pollutant receiving document shall indicate the name of the operation unit, the names of the ships of both parties to the operation, the time and place when the operation starts and ends, and the type and quantity of pollutants. The ship shall keep the receipt document with the ship for two years.
3. If the ship garbage is temporarily stored in the receiving ship or the port area after receiving, the receiving unit shall set up a special account to record and summarize the type and quantity of garbage; If pretreatment is carried out, such contents as pretreatment method, type / composition, quantity (weight or volume) of pollutants before and after pretreatment shall be recorded in the account.
4. The vessel pollutant receiving unit shall hand over the received garbage to the pollutant treatment unit with the qualification specified by the state for treatment, and report the total amount of vessel pollutant reception and treatment, the receipt, transfer and disposal sheet, the qualification certificate of the treatment unit, the pollutant retention and other information to the maritime administrative agency for filing every month, and keep the receipt, transfer and disposal documents for 5 years.
